Semper Honor is not a political party, candidacy, public authority, or government-in-exile. Its texts have no external legal effect until legitimately incorporated or ratified.

FROM DE FACTO SUPERVISION TO SOVEREIGN CAPACITY.
The proposal seeks a limited, contractual, auditable, milestone-based transition that protects legitimate U.S. security and investment interests while transferring responsibility to capable Venezuelan institutions.
A material compatibility question remains open between the U.S. objective of a democratically elected government and Semper Honor’s rejection of liberal democracy as the ordinary source of authority. The difference is disclosed, not represented as solved.
